Staff recommends approval of the architectural elevations conceptual presentation for the Village Veranda — Phase II as presented.

Summary

On October 20, 2014, applicant Gregory A. Beliveau with LPG Urban & Regional Planners, on behalf of Village Veranda at Lady Lake, LLC, submitted an application for a New Major Site Plan proposing office space, clinic space, and a multi-story building for an assisted living and memory care facility, to be erected at 955 South Highway 27/441, and identified by Alternate Key Number 1699100. The project received approval from Town Commission on March 2, 2015 for a total of 22,000 square feet of commercial spaces and a proposed multi-story building with 90 assisted living units and 40 memory care facility units. A Development Order was issued by Town staff on March 4, 2015.

Several months later, the applicant submitted a Major Modification to the Village Veranda site plan; which received approval from Town Commission on May 1, 2017, and subsequently a Development Order on May 3, 2017. Village Veranda Phase I is nearing completion for receipt of a Final Certificate of Occupancy.

The developer would like to proceed with Phase II, which will require the submittal of a rezoning/amendment to the Memorandum of Agreement Ordinance 2017-15 to incorporate and establish the use of an Independent Living Facility with Amenities proposing 89 units and 114 beds to be placed just south of the Village Veranda Phase I Facility, within the complex. The developer provided an Independent Living Market Snapshot showing penetration rates to describe to what degree Primary Market Areas (PMAs) are under-served or saturated, characteristics of the Market Area, and percentage of age and income qualified households in the PMAs to establish the current need and demand as favorable for the proposed Independent Living Facility.

The project will feature the following number of unit types: 12 Studio Units, 52 one-bed units, and 25 two-bed units.

Additionally, the applicant would like to provide the Town Commission with the proposed exterior elevations planned for the Village Veranda Phase II Independent Living Facility Building.

COMMERCIAL DESIGN STANDARDS

In accordance with the Land Development Regulations, Chapter 20, Section 20-3C).3).A)., new buildings should adopt and must closely follow one of the four recommended architectural styles: Frame Vernacular, Craftsman/Bungalow, Mediterranean, or Mission. The Village Veranda Phase II project would follow the elements of the Craftsman/Bungalow architectural style in conjunction with the existing exterior elevations of Phase I. The building will exhibit:

  • Four stories, more than three exterior building colors proposed
  • Steep pitched seam metal roof on dormers and end-cap towers
  • Porte cochere/porch entrance with square columns
  • Stucco exterior wall finish (less frequently use but acceptable)
  • Typical foam trims and brackets
  • Architectural shingles, metal roof
  • Decorative foam shutters along the main facade
  • Decorative culture stone throughout all building elevations
  • Door entrance offset
  • Earthy family colors for building exterior walls

Any landscaping waivers will be brought before the Parks, Recreation, and Tree Advisory Committee, and any Commercial Design Standard waivers will be brought before the Town Commission for final consideration.
