Summary

On April 26, 2019, the Florida Department of Economic Opportunity posted funding availability for the Community Planning Technical Assistance Grant. The Department has requested that the grant applications be received by Monday, May 13, 2019, at 11:59 p.m.

Matthew West, a planning consultant of LTG Engineering and Planning, reached out to the Town of Lady Lake in December to ask if the Town of Lady Lake would be interested in pursuing the grant funding for the Evaluation and Appraisal Review of the Comprehensive Plan. The review is due to the Department of Economic Opportunity by May 1, 2020.

At the February 18, 2019 Town Commission meeting, the Commission elected to allow LTG Engineering and Planning to apply for the grant free of any preparation fees, contingent that if the grant were awarded, LTG would be used to conduct the Evaluation and Appraisal Review for the Town of Lady Lake.

At this time, staff is requesting approval of Resolution 2019-105 as a measure to demonstrate the sincerity of the Town to utilize the grant funding for the aforesaid purpose. Should the resolution be adopted, it will accompany the grant application package upon submittal.

Draft Resolution 2019-105

A RESOLUTION OF THE TOWN OF LADY LAKE, FLORIDA, IN SUPPORT OF SUBMITTING AN APPLICATION FOR THE PLANNING TECHNICAL ASSISTANCE GRANT TO THE FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITY.

WHEREAS, at least every seven years, pursuant to Rule Chapter 73C-49 of the Florida Administrative Code, local governments must determine whether the need exists to amend the comprehensive plan to reflect changes in state requirements since the last updates were made to the comprehensive plan; and

WHEREAS, any local government must notify the State Land Planning Agency by letter of this determination; and

WHEREAS, if any local government determines amendments to the comprehensive plan are necessary, the local government shall prepare and transmit the proposed amendments to the State Land Planning Agency within one year of such determination; and

WHEREAS, any local government failing to timely submit a notification letter or proposed amendments within one year of notification may not amend its comprehensive plan until it complies with the requirements; and

WHEREAS, the Florida Department of Economic Opportunity posted funding availability for the Community Planning Technical Assistance Grant on April 26, 2019; and

WHEREAS, the Town of Lady Lake desires to apply for the Community Planning Technical Assistance Grant for the purpose of conducting an evaluation of the Town of Lady Lake’s Comprehensive Plan before the deadline of May 1, 2020, in accordance with Rule Chapter 73C-49 of the Florida Administrative Code.

NOW, THEREFORE, BE IT RESOLVED by the Town Commissioners of the Town of Lady Lake that the Mayor is hereby authorized to direct LTG Engineering & Planning to prepare and submit the application for the Community Planning Technical Assistance Grant to the Florida Department of Economic Opportunity on behalf of the Town of Lady Lake, Florida.

This Resolution shall take effect immediately upon its adoption by the Town Commission of the Town of Lady Lake.

RESOLVED this 6th day of May, 2019, in Lady Lake, Florida, by the Lady Lake Town Commission.
