Consideration of Approval of the Appointment of Three Members and Two Alternate Members to the Disciplinary Arbitration Panel; to Include Recommended Terms for These Appointments

Staff recommends approval of the appointment of three members and two alternate members to the Disciplinary Arbitration Panel, and terms for these appointments, as recommended by the Police Benevolent Association, as follows:

Mr. Clarence McNeely — appointment for one year

Mr. James Johnson — appointment for two years

Mr. Charles Greco — appointment for three years

Alternates:

Mr. Robert E. Nyce

Mr. Frank Frontario

Summary

On November 19, 2018, the Town Commission approved Ordinance 2018-46 establishing a Disciplinary Arbitration Panel to adjudicate grievances for the Lady Lake Police Department. A total of twelve applications were received after extensive advertising. These applications are included with the packet.

The Police Benevolent Association (PBA) asked to review these applications and then conducted informal interviews on two separate occasions with those they felt best met the criteria for this panel. The criteria included experience in labor relations, human resources, personnel management, or similar related experience.

The PBA made the following recommendations to the Town Commission for appointment of members to this panel (see attached email):

Mr. Clarence McNeely — appointment for one year

Mr. James Johnson — appointment for two years

Mr. Charles Greco — appointment for three years

Alternates:

Mr. Robert E. Nyce

Mr. Frank Frontario
