Staff Recommended Motion
Staff of approval of the Contract with Lassiter Transportation Group (LTG) to prepare the State-required Evaluation and Appraisal Report on behalf of the Town of Lady Lake.
Summary
Matthew West, a planning consultant of LTG Engineering and Planning, reached out to the Town of Lady Lake in December to inquire as to whether the Town of Lady Lake would be interested in pursuing grant funding for the Evaluation and Appraisal Review of the Comprehensive Plan. The review is due to the Department of Economic Opportunity (DEO) by May 1, 2020.
At the February 18, 2019 Town Commission Meeting, the Commission elected to allow LTG Engineering and Planning to apply for the grant, free of any preparation fees, contingent that if the grant were awarded LTG would be used to conduct the Evaluation and Appraisal Review for the Town of Lady Lake. Since that time, it has determined that given the scope of work that will be associated in preparing the EAR, costs would be minimal, and perhaps it would be better to seek grant funds to put toward a larger project at a later date.
Town staff has discussed the plan of action with Mr. West as to how the work will be performed and have been ensured by Mr. West that we will have a sufficient amount of time to successfully complete the EAR review by the May 1, 2020 deadline that was established by the DEO. LTG has an existing contract with the City of Daytona Beach that the Town has elected to utilize to “piggyback” for planning services by LTG. The cost of review is projected to be $9,750.
