Consideration of the Water Oak Country Club Estates Hilltop Expansion Phase 1 — New Major Site Plan MJSP 01/19-002 —Manufactured Home Master Site Plan for Phase 1 proposing approximately 29 Home Sites including construction of private roadways, Utility Infrastructure, Stormwater Infrastructure, Open Space, and Amenities at a 11.30-acre parcel located within the Water Oak Country Club Estates, owned by Sun Communities Finance LP, identified by Alternate Key 3838951.

Summary

On Wednesday, January 23, 2019, Town Staff received a New Major Site Plan application and plans submitted by Daniel R. Gibbs with Atwell, LLC, in representation of property owner, Sun Communities Finance LP, for the Water Oak Country Club Estates Site as per Town of Lady Lake Land Development Regulations, Chapter 7, Section 7-3.

The property is zoned “Manufactured Housing up to 9 dwelling units per acres” (MH-9) and the Future Land Use is Manufactured Home High Density (MH-HD) which allows for the proposed land uses and improvements and is compatible and consistent with the Town’s Comprehensive Plan.

The plan proposes to develop approximately 11.30 acres in order to construct 29 home sites and two new private roads to provide access for the new lots. Mickelson Way and Whitworth Terrace will be built and will feature 318 lineal feet and 252 lineal feet respectively. Sanders Lane will be extended over 370 lineal feet and will end in a cul-de-sac. The square footage of driveways will vary but will be a minimum of 20 feet by 20 feet to accommodate two vehicles.

The site plan was reviewed to determine if it is in compliance with the Land Development Regulations (LDRs) including drainage, grading and erosion control. The application was determined to be in compliance with the Land Development Regulations (LDRs) and the Comprehensive Plan.

The civil engineering site plans, consisting of 18 sheets, have been submitted on 24” x 36” sheets and certified by Daniel R. Gibbs, Professional Engineer with Atwell, LLC, drawn on January 4, 2019 with final revisions dated August 21, 2019.

Town staff, Neel-Schaffer Engineering, Fire Inspector and Building Official completed reviews. The following items are included in the packet:

Review No. 4 for the general site development completed by Neel-Schaffer Engineering, dated October 24, 2019 (Satisfied).

Review by Fire Inspector Kerry Barnett dated 06/12/2019 and 09/05/2019 (Satisfied).

Review by Building Official Ron Rowe dated 02/05/2019 (Satisfied).

St. John’s River Water Management District Storm Water Permit No. 19000-18 dated December 6, 2019.

The Technical Review Committee members individually reviewed the application regarding the Site Plan application on Thursday, December 5, 2019, and provided comments.
