Staff recommends approval of the Ye Olde Thrift Store Major Modification to Site Plan 03/20-001 with the following requested waivers:
- Chapter 10, Section 10-3).b).B).1).a). — Landscaping Buffer Class “A” — Reduction in Plant Material Along the Southern Boundary
- Chapter 10, Section 10-3).b.)B).2).a). — Landscaping Buffer Class “B” — Reduction in Width and Plant Material Along the North and East Elevations and Reduction in Plant Material Along West Elevation
- Chapter 20, Section 20-3C).9). — No more than three different colors or color shades should be used on a single building. The applicant proposes five different wall colors.
Summary
On Monday, November 18, 2019, representatives of The Villages Regional Hospital Auxiliary Foundation submitted a proposal before the Special Conceptual Town Commission Workshop meeting requesting some waivers in order to move forward with expanding the Ye Olde Thrift Shoppe from 5,939 square feet to 9,530 square feet.
A substantial reconfiguration of the site has been designed to accommodate saving the two historic trees, to create more open space area for drainage, remove the two-story building and expand the existing building. The expansion is to be constructed to match the existing building façade for a more uniform property line.
On Monday, March 2, 2020, The Villages Regional Hospital Auxiliary Foundation, on behalf of property owner Villages Tri-County Medical Center, Inc., submitted an application for a major modification to site plan for the four parcels which are located by the southwest intersection of North Highway 27/441 and Lady Lake Blvd., consisting of approximately 1.09 acres with frontage along Highway 27/441.
The property is zoned “Heavy Commercial” (HC) and the Future Land Use is Commercial General-Retail Sales and Services (RET), which allows for the proposed land uses and improvements and is compatible and consistent with the Town’s Comprehensive Plan.
SITE IMPROVEMENTS
The plan proposes the redevelopment of an area approximately 1.03 acres consisting of four parcels where the existing Ye Olde Thrift Shoppe currently operates; addressed as 106 West Lady Lake Boulevard at the southwest intersection of North Highway 27 /441 and West Lady Lake Boulevard.
The applicant proposes to expand retail operations from 5,939 square feet to 9,530 square feet, including 430 square feet of office area, 5,015 square feet of general retail, 1,000 square feet of furniture retail, and 3,085 square feet of storage area, together with 36 on-site parking spaces and six street parking spaces.
STORMWATER
As a result of the site modifications, the applicant has submitted and received a St. Johns River Water Management District Permit for construction and operations of a storm water. management system. To maximize the use of the land, the applicant will be constructing an underground storm exfiltration system with a storm diversion manhole and new valley gutters along the easterly boundary of South Old Dixie Highway.
TRAFFIC
A specialty retail center (ITE Code 814) typically generates 44.32 trips per day per every 1,000 square feet of area. Going from 5,039 square feet to 9,530 square feet derives an additional 159 trips per day for a total of 422 trips per day.
TREE REQUIREMENTS
In accordance with Chapter 10-Landscape and Tree Protection, the site is required to provide approximately 175 tree caliper inches based on the 1.09-acre site development area (160”x 1.09).
The applicant is providing approximately 354 tree caliper inches, including 188 tree caliper inches to remain, 46 tree caliper inches in canopy trees proposed to be planted, and 120 tree caliper inches in proposed palm trees to be planted. The following number of trees are being provided:
· 4 Live Oak trees at 4 tree caliper inches each minimum
· 15 Sabal Palm trees at an average of 9 feet in height
· 3 Redbud trees at 2.5 tree caliper inches each minimum
· 4 Fuchsia Crape Myrtle trees at 2.5 tree caliper inches each minimum
· 5 Ligustrum trees at an average of 2.5 tree caliper inches each minimum
· 6 Bottle Brush shrubs at a minimum of 5 feet at planting
It was found that the applicant has designed the location and planting of landscaping in accordance to Town’s Landscaping Code as it refers to spacing, native vegetation, water use requirements, while taking into consideration site visibility and overcrowding of plant material.
LANDSCAPING WAIVERS PROPOSED:
South — Landscaping Buffer Class “A”
Required: 10-foot buffer with five canopy trees, seven understory trees, and hedge
Provided: two canopy trees, three Red Bottle Brush, one existing Ligustrum tree, three Sabal Palms, and hedge
Waiver request: Plant material reduction
In accordance with Chapter 10, Section 10-3).b).B).2)., the Landscaping Buffer Class “A” width requirement along the south elevation is 20 feet in width with four canopy trees, three understory trees, and a continuous hedge or an approved fence or wall.
North — Landscaping Buffer Class “B”
Required: 20-foot buffer with six canopy trees, eight understory trees, and hedge
Provided: one existing historic tree, four Red Bottle Brush and two Crinum Lilies
Waiver request: Width and plant material reduction
West — Landscaping Buffer Class “B”
Required: 20-foot buffer with five canopy trees, seven understory trees, and hedge
Provided: two canopy trees, five Sabal Palms, two Red Bottle Brush, three Crinum Lilies and hedge

East — Landscaping Buffer Class “B”
Required: 20-foot buffer with six canopy trees, eight understory trees, and hedge
Provided: one existing historic tree, seven Sabal Palms, three Crape Myrtle, three Crinum Lilies and architectural wall

REVIEWS CONDUCTED
The site plan was reviewed to determine if it is in compliance with the Land Development Regulations (LDRs) including drainage, grading and erosion control. The application was determined to be in compliance with the Land Development Regulations (LDRs) and the Comprehensive Plan; except for the requested waivers.
The civil engineering site plans, consisting of 14 sheets, have been submitted on 24" x 36"sheets and certified by Keith E. Riddle, Professional Engineer with Riddle Newman Engineering, drawn on February 25, 2020, with final revisions dated April 16, 2020. The most updated landscaping plan for the project consist of four sheets drawn and certified by Suzanne M. Stancil, Registered Landscape Architect with Michael Pape and Associates dated April 14, 2020. Sight Lighting and Photometric Plan consisting of one sheet are drawn and certified by Suzanne M. Stancil, Registered Landscape Architect with Michael Pape and Associates, dated April 14, 2020. Architectural Elevation Plans consisting of five sheets are drawn and certified by Todd Bryan Drennan, Registered Architect with Forefront, dated April 15, 2020.
Town staff, Neel-Schaffer Engineering, Fire Inspector and Building Official completed reviews. The following items are included in the packet:
· Review No.2 for the general site development completed by Neel-Schaffer Engineering, dated May 4, 2020 (Satisfied).
· Review by Fire Inspector Kerry Barnett dated May 13, 2020 (Satisfied).
· Review by Building Official Ron Rowe dated April 22, 2020 (Satisfied).
· Review by Public Works Utility Supervisor Butch Goodman dated March 16, 2020 (Satisfied).
· St. John's River Water Management District Storm Water Permit No.161127-1 dated May 18, 2020.
Past Actions
On Monday November 18, 2019, the applicant presented the proposed Architectural Design Style for the building at the regular Special Conceptual Town Commission Meeting. The Town Commission reached consensus to allow the project to move forward with the Building Exterior Elevations as presented.
The Technical Review Committee members individually reviewed the application regarding the Site Plan application on Monday, March 23, 2020 and determined the submittal adequate for review and provided comments.
At the May 20, 2020 meeting of the Parks, Recreation and Tree Advisory Committee, the committee voted 3 to 0 to advance the site plan to the Town Commission with the requested waivers.
The Planning and Zoning Board does not review Site Plan Modifications.
