Staff recommends approval of the Major Modification for the Water Oak Golf Course Pond Enhancement Project — MJM 09/21-001.

Summary

On Monday, September 27, 2021, Town staff received a Major Modification Site Plan application and plans submitted by Richard Kelly of WRA LLC, in representation of property owner, Sun Water Oak Golf, Inc., for the Water Oak Country Club Estates Golf Course Enhancement Project.

This project consists of the re-grading of the majority of the golf course, moving tee boxes, greens and fairways for a more enjoyable golfing experience. The three small ponds will be enlarged and a fourth added. All four will be interconnected and outfall to the existing offsite wetland.

The ponds will provide stormwater treatment for the entire course as well as additional stormwater storage to reduce the chance of flooding in the low areas that currently occurs in heavy rainfall events, especially during the rainy season.

An improved clubhouse and maintenance building will also be added in the future as part of another project on the course.

POND D = 593,366 Cubic Feet (NEW)

POND C = 1,898,045 CF (NEW) – 559,940 (EXISTING) = 1,338,105 CF (DIFFERENCE)

POND B = 1,103,740 CF (NEW) – 261,630 CF (EXISTING) = 842,110 CF (DIFFERENCE)

POND A = 1,206,508 CF (NEW) – 78,096 CF (EXISTING) = 1,128,412 CF (DIFFERENCE)

TOTAL = 4,208,293 CF (NEW) – 899,666 CF (EXISTING) = 3,308,627 CF (DIFFERENCE)

The site plan was reviewed to determine if it is in compliance with the Land Development Regulations (LDRs) including drainage, grading and erosion control. The application was determined to be in compliance with the Land Development Regulations (LDRs) and the Comprehensive Plan.

The civil engineering site plans, consisting of three sheets, have been submitted on 24” x 36” sheets and certified by Clint Cuffle, Professional Engineer with WRA, LLC, drawn on September 24, 2021.

Neel-Schaffer Engineering conducted review of the project. Review by the Fire Inspector and Building Official were not conducted, as there are no improvements within the scope of the project subject to their oversight. The following reviews are included in the packet:

    • Review No. 1 for the pond enhancements completed by Neel-Schaffer Engineering, dated November 4, 2021.
    • Review No. 2 for the pond enhancements completed by Neel-Schaffer Engineering, dated November 8, 2021 (Satisfied).

PAST ACTIONS

Steven Cockerham, PE, reviewed the Major Modification application on Thursday, November 4, 2021, and again on Monday, November 8, 2021, and determined the submittal complete pending receipt of the St. John’s Water Management District Permit.

The Planning and Zoning Board does not review Site Plan Modifications.
