Consideration of Approval of Microsoft Enterprise License Agreement Renewal

Staff recommends approval of the Microsoft Enterprise License Agreement renewal as presented.
On December 3, 2012, The Town Commission approved the SHI Microsoft Enterprise License Agreement proposal to enter into a three-year software license agreement. The agreement has been renewed every three years since then. The current 2019 renewal is now expiring. This request is to renew the license agreement for another three-year term.
This agreement provides licensing for the many Microsoft products used by Town staff, including enterprise versions of server and client operating systems for all computers, server and client applications, and cloud services. The continuance of a software assurance benefit (latest versions and updates) is also provided for licensing previously purchased.
This agreement increases the current licensed user quantity from 75 to 92. Since our last renewal, the Florida Department of Law Enforcement (FDLE) has amended their Criminal Justice Information Services (CJIS) requirements, allowing law enforcement staff to use Microsoft cloud hosted products. Our Police staff are currently using dated versions of Microsoft products. The additional license quantity will allow us to maintain the same versions for all employees. This agreement also provides access to additional security functionality that we have not had previously (advanced threat protection and CASB) and additional compliance and electronic discovery functionality. This agreement also provides an increased allowance for Microsoft Azure services for offsite data backup and disaster recovery services and additional SQL server licensing required by our GIS and security service applications.
SHI is the sole vendor of the Microsoft Enterprise License Agreement in Florida for Small Municipal Government (less than 250 employees) under state contract 43230000-15-02.
This is a budgeted item.
$73,067.56 each year for three years.
Source of Funding
The cost for this agreement is to be divided evenly across all departments on a per user basis.
