Summary
On Wednesday, December 2, 2021, applicant Carrol Neal, on behalf of property owner North Lake Presbyterian Church, filed a Major Modification to Site Plan application for property located at 103 High Avenue, within the town limits of the Town of Lady Lake, Florida.
The site houses a non-residential building erected in 1998 and opened as a Food Pantry, which came under the ownership and administration of the North Lake Presbyterian Church (NLPC) in March 2008. The Food Pantry’s website explains that this is a ministry of the NLPC and that the supplemental grocery program for local families in need improves their quality of life, helps sustain health, good nutrition, energy, human dignity and the opportunity for family members to meet their full potential.
The engineer of record indicated that the Food Pantry operations has demanded additional space due to the growth in families and individuals seeking help thus prompting the storage area expansion. However, since the expansion is just for storage area rather than office or retail uses, the applicant is requesting a waiver to connect to Town’s Sewer Facilities based on the limited weekday operations and due to financial feasibility of having to run sewer lines to make connection just for one equivalent residential unit (ERU).
In review of the Civil Plans, the proposed 431-square-foot building expansion will bring the total building area to 1976 square feet. Of the 1976-square-foot building, 413 square feet will be dedicated for a Public Lobby, 244 square feet for a Business/Office area, and 1,319 square feet for storage area. The Food Pantry already has an existing 456-square-foot storage building located at the northwest side of the parcel, which brings the total storage area to 1,775 square feet. Other improvements include a 120-square-foot Aluminum Cover Structure, a 96-foot Concrete Ramp with Landing, a 104-foot Concrete Slab, and a 120-gal LP Gas Tank and Pad. The property is zoned Public Facilities District (PFD) and the future land use is Religious Facilities (RF). The proposed improvements are allowable as per the Town’s Land Development Regulations and the Town’s Comprehensive Plan.
The subject properties lie in Section 20, Township 18 South, Range 24 East, in Lake County, Florida and the site is located at the northwest corner of East Lady Lake Blvd. and High Avenue. Upon completion, the site will have a total of seven parking spaces, including two Florida ADA accessible. Five out of the seven parking spaces will be accessible from East Lady Lake Blvd. and the remainder two parking spaces will be accessible via High Street.
The hours of operations are listed as Mondays, Tuesdays, and Thursdays from 10 a.m. to 2:00 p.m.
UTILITIES CONNECTION
The project is expected to demand approximately one sewer ERU; however, this is an existing site with water connection and a 1,050-gal septic tank.
The applicant has stated that extending the sewer lines to the property for the proposed demand is not financially feasible. Running the sewer lines to the facility would cost in the vicinity of $25,000.00. An exhibit has been provided showing a cost breakdown for the project. The development can obtain a waiver from the Town of Lady Lake to continue to operate on a private septic tank system considering the limited use of the site, the hours of operation, and the financial feasibility to bring the sewer lines to the site. After reviewing the information provided by the applicant, the Public Works Department is in favor of the waiver to connect to sewer facilities. If additional development is proposed at a later time, Town Staff will need to review and revisit existing conditions to make determination for sewer connection.
REVIEWS CONDUCTED
The site plan was reviewed to determine if it is in compliance with the Land Development Regulations (LDRs) including parking, drainage, and erosion control. The application was determined to be in compliance with the Land Development Regulations (LDRs) and the Comprehensive Plan; with the exception of the requested waivers and granted variance.
The civil engineering plans, consisting of one sheet, have been submitted on 24" x 36"sheets and certified by Bruce H. Phillips, Professional Engineer with Phillips Engineering, LLC drawn on November 11, 2021, with final revisions drawn on January 3, 2022.
