Summary
On July 31, 2023, applicant Justyna Gale of Forward Planning & Design filed an application on behalf of CGCR Holding, LLC, to rezone property being approximately 3.216 Acres located west of Old Dixie Highway and on the north and south side of Griffin View Drive from Lady Lake Light Commercial (LC) and Lady Lake Planned Commercial (CP), to Lady Lake Planned Commercial (CP). The property consists of three parcels and the owner wishes to develop the property as one project proposing the following uses.
Permitted Uses:
- a) Commercial and industrial equipment and supplies
- b) Equipment rental
- c) RV and boat storage
- d) Motor vehicle towing and storage
- e) Motor vehicle service department to include auto collision repair
- f) Contractors’ office
- g) Furniture or appliance store
At present, there exists a 12,000 square foot metal frame warehouse building located on the Parcel south of Griffin View Drive. The parcels that lie north of Griffin View Drive are vacant with an unimproved parking lot. The owner plans to remodel the existing warehouse and build a new 14,000 square foot warehouse building in accordance with the conceptual plan as shown by Exhibit C of Ordinance 2023-12.

The proposed rezoning to Planned Commercial (CP) with specific uses is consistent with the Lady Lake Comprehensive Plan and Land Development Code. This change is also compatible with adjacent parcels zoned Light Commercial (LC) and Heavy Commercial to the east and Planned Commercial (CP) to the south. The owner proposes to provide enhanced landscaping to buffer the MF-12 parcels located to the west.
The applicant has provided a trip generation comparative analysis which demonstrates that the proposed specific uses will generate less traffic than what would be allowed under a general commercial classification. Even under the most intense use as proposed in the Memorandum of Agreement, there would be a reduction of 184 daily trips from the present allowable uses.
The project shall be served by the Town's central water and sewer systems, and the property owner shall be responsible for the cost of all off-site and on-site installation of water and sewer. The developer shall be responsible for the cost and installation of any required on-site and off-site infrastructure improvements necessitated by the impact of the project.
The subject properties are in Section 21, Township 18 South, Range 24 East, in Lake County, Florida. The appropriate legal description, a location map, and a sketch of the property were included with the submitted application.
The rezoning application has been reviewed and has been determined to be complete, satisfying the necessary criteria as required for rezoning. The application was found to meet the requirements of the Land Development Regulations (LDRs) as well as the adopted Comprehensive Plan and is ready for consideration by the Town Commission.
Notices to inform the surrounding thirteen property owners within 150’ of the subject property of the proposed rezoning were mailed on Monday, July 31, 2023. The property was also posted on Monday, July 31, 2023.

Past Actions
The Technical Review Committee reviewed Ordinance 2023-12 and determined on August 7, 2023, that it was ready for consideration by the Planning and Zoning (P&Z) Board.
At the August 14, 2023 meeting, the Planning and Zoning Board voted 4-0 to forward Ordinance 2023-12 to the Town Commission with the recommendation of approval.
Public Hearings
The second and final reading of Ordinance 2023-12 is scheduled for Monday, September 18, 2023 at 6:00 p.m.
