Summary

The applicant is requesting variance from the parking space requirements listed in Chapter 7, Section 7-4). b).4)., of the Town of Lady Lake Land Development Regulations which requires one parking space per ten motor vehicle/boat storage stalls.

On Monday, September 18, 2023, a variance application was filed with the Town of Lady Lake by Morgan Hampton of Common Oak Engineering, LLC on behalf of the property owner, Elite RV & Boat Storage Villages, LLC, requesting a reduction in the required parking spaces. The variance request is to allow the reduction of 19 required parking spaces located within the proposed Elite RV & Boat Storage site, owned by Elite RV & Boat Storage Villages, LLC and referenced by Alternate Keys 1629586, 2689552, 2830476, and 3539605, within the town limits of the Town of Lady Lake, Florida.

The proposed site includes a 99,850 square foot mini warehouse facility, 200 square foot office space, and 224 boat/RV storage stalls. The required 51 parking spaces for the mini warehouse facility and office space will be provided. Per the Land Development Regulations, the boat/RV storage stalls will require 23 parking spaces. The applicant is proposing to provide 4 spaces.

BACKGROUND

The subject property is approximately 8.71 acres of land located in Section 08, Township 18, and Range 24. The property is zoned Planned Commercial (CP) and the future land use is Lady Lake Commercial General – Retail Sales & Services (RET).

On Tuesday, February 28, 2023, an application for a new site plan was submitted by Common Oak Engineering, LLC for a 3-story self-storage building and RV and boat storage stalls.

JUSTIFICATION STATEMENT

The applicant is requesting the variance to reduce the number of required spaces for the RV & boat storage portion of the proposed development. All other parking space requirements will be met.

The applicant’s justification letter states that “the current provision for parking requirements does not into take into account the specific details and operations for this facility.” “The nature of the covered boat/RV storage is to store your vehicle, and typically, these customers drive their vehicles to their boat/RV bay and put their car or truck into the bay while they take their RV out. Also, the drive aisles between the covered boat/RV bays are wide enough to allow a customer to temporarily move their vehicle out of the bay while they maneuver their boat or RV out of or into their stall.”

The applicant also states, “The mini warehouse also includes a striped area to the east and north of the building, which should be considered additional parking, although this addition parking is not included in the aforementioned 55 parking stall for the facility.”

Notices to inform the surrounding 9 property owners within 150’ of the subject property of the proposed variance were mailed on Monday, September 25, 2023. The property was posted on Tuesday, September 26, 2023 due to inclement weather.

The Technical Review Committee reviewed Resolution 2023-112 and found on October 2, 2023, that it was ready for consideration by the Planning and Zoning (P&Z) Board.

At the October 9, 2023 meeting, the Planning and Zoning Board voted 3-1 to forward Resolution 2023-112 to the Town Commission with the recommendation of approval.
