Summary

On October 10, 2022, The Town of Lady Lake received a New Major Site Plan application from Jordan Draper with Kimley-Horn and Associates, Inc., on behalf of property owner, James H. Mayfield Jr. Trustee Et Al proposing master grading, paving, and utilities improvements for a 35.96-acre property, identified by Alternate Key Numbers 3948083, 3948084, 1279445, and 1770556.

The proposed site plan will include the connection of Fennell Boulevard and North Clay Avenue, as well as a connection to North Highway 27/441 and access roads to each parcel and sidewalks.

The application proposes a 12-inch potable water main along the western property line of approximately 1,095 linear feet. A 12-inch reclaim line extension is proposed from the northwestern corner of the property, running east along North Highway 27/441, south then west along the internal access road to the North Clay Avenue extension, and ending at the intersection of North Clay Avenue and Oak Street, being approximately 3,087 linear feet.

Included in this project, the applicant also proposes three stormwater dry ponds and three retaining walls.

FEMA

The applicant is working with FEMA to obtain a Conditional Letter of Map Amendment Revision. There are no outstanding technical comments, and the final determination is anticipated to be issued by the end of the year. No construction may commence until evidence of approval is received.

TRAFFIC

Based on ITE trip generation trip rates, the proposed development is anticipated to generate approximately 4,894 net new external daily trips, of which 656 occur during the AM peak hour (311 inbound / 345 outbound) and 292 during the PM peak hour (157 inbound / 136 outbound).

Traffic will be evaluated with each of the outparcel site plan submittals.

ENVIRONMENTAL

A preliminary survey for gopher tortoise burrows was conducted and no burrows were observed on the project site. A 100% survey will need to be completed within 90 days of the anticipated start date of construction/soil disturbance.

It was determined that the development of the subject parcel will not affect bald eagles as there are no nests within 660 feet of the property boundaries and a suitable habitat for sand skinks does not exist.

No other environmental concerns were identified or expected for the subject property.

REVIEWS CONDUCTED

The site plan was reviewed to determine if it follows the Land Development Regulations (LDRs) including drainage, grading, and erosion control. The application was determined to be in compliance with the Land Development Regulations (LDRs) and the Comprehensive Plan.

The civil engineering plans, consisting of 59 sheets, have been submitted on 24 by 36-inch sheets and certified by L Jordan Draper, Professional Engineer with Kimley-Horn and Associates, Inc., drawn on September 21, 2022, with final revisions drawn and signed and sealed on November 6, 2023.

Town staff, Neel-Schaffer  , and the Fire Inspector completed reviews. The following items are included in the packet:
