Commission Meeting

The regular meeting of the Lady Lake Town Commission was held in the Commission Chambers at Lady Lake Town Hall, 409 Fennell Blvd., Lady Lake, Florida with Mayor Jim Richards presiding. The meeting convened at 6 p.m.

Mayor Richards asked if anyone had any comments.

David Sirdar of Fruitland Park introduced himself again as a concerned citizen. He stated he is pushing a bottle bill before Governor DeSantis and is also requesting the banning of plastic bags. He spoke of attending other council-type meetings around the area.

Mayor Richards asked if any of the Commissioners had any questions regarding the consent items, and hearing none, asked for a motion.

Commissioner Kussard made a motion to approve Consent Items F-1 through F-4. Commissioner Hannan seconded the motion. The motion passed by a vote of 5 to 0.

G. Old Business

Mayor Richards presented a plaque to Parks and Recreation Director Mike Burske from the Band of Brothers in appreciation of his assistance in bringing the Vietnam Wall to Lady Lake last year.

5. Ordinance 2019-18 — First Reading — An Ordinance Adopting Corrections, Updates and Modifications to the Capital Improvements Schedule of the Town of Lady Lake Comprehensive Plan (Thad Carroll)

J. Town Manager's Report

Town Manager Kris Kollgaard reported that the Lake County Arts & Cultural Alliance now has openings for 15 members so that each municipality can choose a representative to be on the board. She asked if the Commissioners had any suggestions for a Lady Lake representative to be on this board. There were no suggestions at this time.

Ms. Kollgaard announced that the Shop with a Cop event will be held on Saturday, December 14th from 7 a.m. to 10 a.m.

Ms. Kollgaard reported there has been a slight drop in the Communication Service Tax (CST) revenue since July. The Finance Director noticed this and has taken the initiative to look into it. The state is doing an audit as well since it involves the same vendor where problems were found in the previous CST audit. Ms. Kollgaard noted that this may be a long process.

Ms. Kollgaard stated that the next annual mock Commission meeting involving the Villages Charter School Civics class is scheduled to be held on Thursday, January 30th at 9 a.m.

Ms. Kollgaard stated that Leesburg, Tavares, Clermont, Fruitland Park, Howey-in-the Hills, and the Supervisor of Elections Office will be closed on Christmas Eve and New Year’s Eve as Christmas and New Year’s Day fall on a Wednesday this year. She asked the Commissioners if they had any desire to close on Christmas Eve or New Year’s Eve since other surrounding municipalities are closed on those days.

Mayor Richards commented that they fall in the middle of the week this year.

The Commissioners voted unanimously to approve allowing employees to be off on Christmas Eve and New Year’s Eve this year.

Ms. Kollgaard stated that the Parks & Recreation Director asked her to pass on that the classic cars in this year’s parade will be hard tops, not convertibles.

K. Mayor and Commissioner's Report

Mayor Richards asked if any of the Commissioners had anything to report.

Commissioner Kussard reminded the Commissioners that the Villages Elementary School children will be decorating the Town’s Christmas tree in the Town Hall lobby this week, on Wednesday, December 4th at 9:15 a.m. She noted that other events are also scheduled,  as follows:

  • Lady Lake Expo is scheduled for December 4th from 10 a.m. until 3 p.m. at St. Timothy’s Catholic Church.
  • Lady Lake Christmas Parade on Saturday, December 7th at 10 a.m.
  • Light Up Lady Lake on Friday, December 13th at 6:15 p.m. at the Log Cabin Park

Commissioner Holden asked the Town Attorney if he had a chance to research the deed on a property on Spencer’s Loop that an owner has offered to sell to the Town, to make sure that it is separate from the house.

Mr. Schroth replied that the Town currently has a limited easement on the east 25 feet of Lot 2. The sellers currently own Lots 2 and 3. The Town could make an offer for the street portion of the lot rather than the whole property.

Ms. Kollgaard asked Mr. Schroth if the Town would be able to put a road on that portion of the property if the Town purchased it.

Mr. Schroth replied that the Town could construct a road on that portion of the property if they bought it for fee simple.

Ms. Kollgaard stated she will check with the sellers to see if they are interested in selling a portion of the property to the Town, and she will bring the information back to the Commission.
