Commission Meeting Draft Minutes of the March 2, 2020 6 p.m.
The regular meeting of the Lady Lake Town Commission was held in the Commission Chambers at Lady Lake Town Hall, 409 Fennell Blvd., Lady Lake, Florida with Mayor Jim Richards presiding. The meeting convened at 6 p.m.

1. Minutes — February 19, 2020 — Special Commission Meeting
2. Consideration of Approval for the Lady Lake Historical Society to Host their Spring Rummage Sale on March 21, 2020 at the Log Cabin Park (Mike Burske) (The background summary for this agenda item is on file in the Clerk’s Office.)
Commissioner Kussard made a motion to approve Consent Items F-1 and F-2. Commissioner Vincent seconded the motion. The motion passed by a vote of 5 to 0.

I. Town Attorney's Report
3. Ordinance 2020-01 (First Reading) — An Ordinance Amending Ordinance 2016-17, Pertaining to the Town of Lady Lake Land Development Regulations Chapter 17 — Sign Regulations; Amending Sections 17-1 — Purpose and Intent, 17-2 — Permitting Requirements, 17.3 — General Requirements, 17-4 — Permanent Signs, 17-5 — Temporary Uses And Special Event Signs, and 17.7 — Prohibited Signs (Thad Carroll)
Town Attorney Derek Schroth read the ordinance by title only.
Growth Management Director Thad Carroll presented the background summary for this agenda item (on file in the Clerk’s Office). He noted that the second reading of this ordinance may be postponed to the first meeting in April, which would give everyone more time to review the changes in the sign regulations.
Mayor Richards asked if there were any questions or comments from the Commissioners or the public. Hearing none, he asked for a motion.
Upon a motion by Commissioner Holden and a second by Commissioner Hannan, the Commission approved the first reading of Ordinance 2020-01 by the following roll call vote:

4. Ordinance 2020-02 (Second and Final Reading) — An Ordinance Renewing the Franchise Agreement with Duke Energy (Pam Winegardner)

Finance Director Pam Winegardner presented the background summary for this agenda item (on file in the Clerk’s Office). She noted there have been no changes to the ordinance since first reading.
Mayor Richards asked if there were any questions or comments from the Commissioners or the public. Hearing none, he asked for a motion.
Upon a motion by Commissioner Kussard and a second by Commissioner Hannan, the Commission approved the second and final reading of Ordinance 2020-02 by the following roll call vote:

J. Town Manager's Report
Town Manager Kris Kollgaard reported that staff relayed the offer to Mrs. Taylor regarding the property purchase and is awaiting a response when she returns to town.
Ms. Kollgaard requested that the March 16th Commission meeting be cancelled since there were no items scheduled for that agenda other than the second reading of Ordinance 2020-01. She stated the second reading of the sign ordinance would then occur at the first meeting in April (on April 6th). The Commissioners were in agreement.
Mayor Richards mentioned that a workshop meeting is scheduled sometime later this month, and Ms. Kollgaard confirmed that the Commission workshop meeting regarding the Lady Lake Cemetery is scheduled for Wednesday, March 25th, at 5 p.m.
K. Mayor and Commissioner's Report
Mayor Richards asked if any of the Commissioners had anything to report.
Commissioner Vincent reported on the Florida League of Cities happenings in regard to legislation. He stated the telecommunications tax changes are not over with and there is discussion regarding short-term rentals.
Ms. Kollgaard noted that Florida League of Cities has a wonderful tool on their website; click on the Advocacy icon and it allows you to send email to any of the senators and representatives regarding issues.
Mayor Richards stated he attended the opening day for soccer this past Saturday, and although it was very cold, it was nice.
