Minutes of the April 19, 2021, 6 p.m. Commission Meeting
The regular meeting of the Lady Lake Town Commission was held in the Commission Chambers at Lady Lake Town Hall, 409 Fennell Blvd., Lady Lake, Florida, with Mayor Ruth Kussard presiding. The meeting convened at 6 p.m.

Mayor Kussard asked if there were any comments from the audience. There were no comments.
F. Proclamation
Proclaiming April 29, 2021 as Florida Arbor Day in Lady Lake (Mayor Ruth Kussard/Mike Burske)
Mayor Kussard read the proclamation and presented it to Parks and Recreation Director Mike Burske.
Mr. Burske reminded everyone that the Town will be celebrating Arbor Day at Heritage Park on April 29th at 10 a.m.; stating all were welcome to attend. He stated the Orange Blossom Gardens Lions Club will have light refreshments available.

1. Minutes — April 5, 2019 — Commission Meeting
2. Consideration of Approval to Appoint Sandra Mott as the Town of Lady Lake Representative on the Village Center Community Development District Amenity Authority Committee (AAC); to Fill the Remaining Term Left Vacant by the Resignation of Lowell Barker (Mayor Kussard)
3. Consideration of Continuation of Utilizing Option B of the Interlocal Agreement with Lake County for Collection of Storm Debris from Streets and Right of Ways (C.T. Eagle)
Mayor Kussard asked if there were any questions or comments from the Commissioners regarding the Consent items. There were no comments.
Commissioner Vincent motioned to approve Consent Items G-1 through G-3. Commissioner Hannan seconded the motion. The motion passed by a vote of 5 to 0.

I. New Business
4. Consideration of the Appointment of One New Member to the Town of Lady Lake’s Police Pension Board (Nancy Slaton)
Interim Town Clerk Nancy Slaton presented the background summary for this agenda item (on file in the Clerk’s Office). She asked that the Commissioners select their choice on the voting sheet and pass it on to her. The votes were then read into the record.
By a majority vote of 3 (Holden/Rietz/Vincent) to 2 (Hannan/Kussard) , Daniel Russell was appointed as the new Commission-appointed member of the Police Pension Board with a term expiration of April, 2022.
J. Town Attorney's Report
5. Ordinance 2021-04 (First Reading) — An Ordinance of The Town of Lady Lake, Lake County, Florida; Amending the Town of Lady Lake Comprehensive Plan to Maintain Consistency with Statutory Requirements and Changes to Local Conditions in Accordance with the Evaluation and Appraisal Review Process as Outlined by Section 163.3191 of the Florida Statutes (Thad Carroll)
Town Attorney Derek Schroth read the title of the ordinance.
Growth Management Director Thad Carroll presented the background summary for this resolution. He stated Matthew West of LTG Engineering and Planning, consultant, is present to answer any questions.
Mayor Kussard asked if the Commissioners or anyone from the public had any comments or questions. Hearing none, she asked for a motion.
Upon a motion by Commissioner Holden and a second by Commissioner Hannan, the Commission approved the first reading of Ordinance 2021-04 by the following roll call vote:

K. Town Manager's Report
Town Manager Bill Lawrence reminded the Commission that the annual Driving Range volunteer luncheon will be held tomorrow at the Rolling Acres Sports Complex.
Mr. Burske confirmed that the luncheon will be held tomorrow from 11 a.m. to 1:30 p.m.
Mr. Lawrence reviewed the highlights of his weekly manager’s report that is available on the Town’s web site. He stated that Detective Mathew Duryea was selected by Chief Tempesta as this year’s Lady Lake’s Officer of the Year.
Mr. Lawrence also reported that the Information Technology Department will be moving into the available space at the Library in the near future, making room available in the Town Clerk’s office.
L. Mayor and Commissioner's Report
Mayor Kussard asked if any of the Commissioners had anything to report.
Mayor Kussard reported that Regis LeClerc, a member of the Town’s Planning and Zoning Board, recently passed away unexpectedly, creating a vacancy on that board. She stated another member, Nora Choquette, will be moving outside the town limits in the next month or two which will make her ineligible to remain on the board. This will result in two vacancies. Mayor Kussard asked that any interested parties apply.
