Planning and Zoning Meeting
The Planning and Zoning Board meeting was held in the Town Hall Commission Chambers at 409 Fennell Blvd., Lady Lake, Florida. The meeting convened at 5:45 p.m.

Chairperson Sigurdson asked if anyone in the audience wished to speak. There were no comments.
E. New Business
1. Approval of Minutes
Member Conlin made a motion to approve the May 13, 2019 Planning and Zoning Board meeting minutes as presented. Member Rohan seconded the motion, and the motion passed by an all-in-favor vote of 3 to 0.
2. Ordinance 2019-07 — Orange Blossom Gardens Chapel of All Faiths, Ince. — Small Scale Future Land Use Map Amendment request from Lady Lake Recreation to Lady Lake Religious Facilities for property being approximately 0.076 Acres of Land Owned by The Villages Center Community Development District; Addressed as 1401 Paradise Drive, Portion of Land Referenced by Alternate Key 3750047, Within the Orange Blossom Lake County, Florida (Wendy Then)
Senior Planner Wendy Then presented the background summary for this agenda item (on file in the Clerk’s Office), including maps and photographs of the subject property. She stated the applicant is present.
Chairperson Sigurdson asked if the church building has a different zoning designation.
Ms. Then explained that the church building is zoned Religious Facilities and the subject parcel is owned by the Villages Center Community Development District (VCCDD) and is zoned Recreational. If the church purchased the parcel from the VCCDD, they would not be permitted to expand for actual church use and the church could utilize the parcel for recreational purposes only. By amending the zoning to Religious Facilities, the church can proceed with applying for permits in the future.
Chairperson Sigurdson stated there is a lot of property to the northwest and asked if this, too, is zoned Recreational.
Ms. Then replied this will be addressed in Ordinance 2019-08. She stated the parking area is owned by the VCCDD and there is an agreement between the church and the VCCDD for the church to use this area for parking. The parking area adjacent to the church also has a future land use zoned Recreational. She stated that the parking lot itself does not require a future land use designation of Religious Facilities to be used as parking; however, any future land use by the church requires the zoning change from Recreational to Religious Facilities.

Member Rohan made a motion to forward Ordinance 2019-07 to the Town Commission with the recommendation of approval. Member Conlin seconded the motion. The motion passed by the following roll call vote:

Ordinance 2019-08 — Orange Blossom Gardens Chapel of All Faiths, Inc. — Rezoning Request from Lady Lake Mixed Residential Medium Density to Lady Lake Public Facilities District for Property Being Approximately 0.076 Acres of Land Owned by The Villages Center Community Development District; Addressed as 1401 Paradise Drive, a Portion of Land Referenced by Alternate Key 3750047, Within the Orange Blossom Gardens Unit 1 Subdivision, Within Town Limits (Wendy Then)
Senior Planner Wendy Then presented the background summary for this agenda item (on file in the Clerk’s Office). She stated the applicant is present.
Chairperson Sigurdson clarified that the parking area around the church building does not belong to the church. Therefore, the subject parcel is the only area that the church can utilize for expansion.
Ms. Then confirmed this. She stated the church owns exactly the dimensions of the boundaries of the building. Therefore, they would like to secure the subject parcel for any future expansion.

Green Key Village Subdivision Phase 4 —Final Plat Plan — Proposing 17 Single-Family Residential Lots on Approximately 9.59 Acre Parcel Zoned RS-6, Within the Green Key Village Development; Located on the North Side of Lake Ella Road Approximately One-Half Mile East of Rolling Acres Road, Addressed as 1635 Lake Ella Road (Wendy Then)
