Commission Meeting

The regular meeting of the Lady Lake Town Commission was held in the Commission Chambers at Lady Lake Town Hall, 409 Fennell Blvd., Lady Lake, Florida with Mayor Jim Richards presiding. The meeting convened at 6 p.m.

Procedure

Citizens are encouraged to participate in the Town of Lady Lake meetings. Citizen groups are asked to name a spokesperson. Speakers will be limited to three minutes. Additional time may be granted at the Mayor’s discretion. Upon being recognized by the Mayor, please approach the dais, state your name and address, and speak into the microphone. The order of agenda items may be changed if deemed appropriate by the Town Commission. Please be respectful of others and put your cell phone on silent mode.

Commissioner Kussard made a motion to approve Consent Items F-1 through F-6. Commissioner Hannan seconded the motion. The motion passed by a vote of 5-0.

J. Town Manager's Report

Town Manager Kris Kollgaard reported that Mr. Schroth forwarded her information regarding a Public Meetings bill proposed by Senator Rader that has not passed at this point. She stated that she will be watching it and will keep the Commissioners updated.

K. Mayor and Commissioner's Report

Mayor Richards asked if there were any comments.

Mayor Richards stated that many people have told him that The Villages is no longer removing older modular homes and replacing them with conventional brick homes due to an estimated $16,000 cost to the homeowner. He stated the property owner is grandfathered and is not required to pay the impact fees.

Ms. Kollgaard stated that she discussed this with Growth Management Director Thad Carroll.

Mr. Carroll stated that the Mayor is correct regarding the impact fees. He clarified further by stating it is a replacement of a home and impact fees were satisfied with the original home. The property owner is exempt from school impact fees because it is an age-restricted development. He reported that the building permit fees are typically $800 to $900 for a single-family residence.

Mayor Richards verified with Mr. Carroll that the building permit fees covers the costs of inspections and the plan review.

Mr. Carroll stated that Mayor Richards is correct.

Mayor Richards commented that approved minutes from all Town meetings are available for review. He encouraged anyone who has questions regarding a meeting to review the minutes that are on file in the Clerk’s office.

Ms. Kollgaard stated staff will be glad to provide the information.

L. Public Comment

Mayor Richards asked if there were any comments from the audience.

Vance Jochim of 12619 Milwaukee in Tavares stated he has done a few in-depth stories on mobile home parks in Tavares. He stated that the cost of moving and dismantling a mobile home is very expensive. He stated when one mobile home park owner was attempting to evict everyone, it was discovered that an older resident could not move their home because they were too old, and the state would not allow the house to be moved. He stated that it costs $8,000 to $12,000 to move the structure, and they had to find a mobile home park that would accept an older model home. He stated he believed a local mobile home park owner was purchasing the older modular homes in The Villages that were being replaced by a conventional house, and moved them into another park.

Mayor Richards thanked Mr. Jochim for his information. He stated he questioned the cost because he was told it was something that the Town created.
