Planning and Zoning Meeting
The Planning and Zoning Board meeting was held in the Town Hall Commission Chambers at 409 Fennell Blvd., Lady Lake, Florida. The meeting convened at 5:30 p.m.

Chairperson Sigurdson stated there is no one from the public present. There were no comments.
E. New Business
1. Approval of Minutes
Member LeClerc made a motion to approve the December 14, 2020 Planning and Zoning Board meeting minutes as presented. Chairperson/Member Sigurdson seconded the motion, and the motion passed by an all in favor vote of 4 to 0.
2. Ordinance 2021-01 — Annexing Approximately 269.15 Acres Located South of County Road 466 and East of Cherry Lake Road in Lake County, Florida; Referenced by Alternate Key Numbers 1279810, 3325451, 1279801, 1770700, 1279828, and 1279780 (Thad Carroll)
Growth Management Director Thad Carroll presented the background summary for this agenda item (on file in the Clerk’s Office). He stated that the applicant is present.
Member Nyce stated that because he is a new member of this advisory board, he would like information regarding the process of annexing property into the Town, as well as what the advantages would be, and the impacts to the infrastructure.
Mr. Carroll explained that all meetings are open to the public and are posted as such on the affected property, local newspapers and on the Town website. Adjacent property owners within 150 feet of the property are also notified. He stated the annexation ordinances are then forwarded to the Town commission at two separate public meetings where the public may attend and voice their concerns. He stated that once the property is annexed, the Town controls the development and the Town’s commercial design standards are enacted to ensure the buildings are aesthetically pleasing, and it is an impact to the Town’s tax base. He advised that if a development wants to connect to a municipality’s water and sewer systems, the property must annex into the town.
Mr. Nyce noted that a development in Sumter County tied into the Town’s water and sewer system.
Greg Beliveau stated that development was already in place and paid to tie into the Town’s central water and sewer system. He explained that the Town has an interlocal service boundary agreement. Lake County developments requiring central water and sewer must connect to the nearest municipality, which in this case was Lady Lake, and that triggered the annexation process.
Mr. Carroll explained the function of the Local Planning Agency.
Chairperson Sigurdson asked if there were any further questions or comments from the board or the public. Hearing none, he asked for a motion.
Member LeClerc made a motion to forward Ordinance 2021-01 to the Town Commission with the recommendation of approval. Member Pressley seconded the motion. The motion passed by the following roll call vote:

3. Ordinance 2021-02 — Large Scale Future Land Use Amendment — Triston Gustavo Meucci Life Estate, Shirley H. Meucci, and Louis Meucci Trustee — Change from Lake County Urban Low Density to Lady Lake Mixed Development District/Traditional Neighborhood District for Approximately 269.15 Acres Located South of County Road 466 and East of Cherry Lake Road in Lake County, Florida; Referenced by Alternate Key Numbers 1279810, 3325451, 1279801, 1770700, 1279828, and 1279780 (Thad Carroll)

Member Nyce asked whether this project will exceed the Town’s water and sewer limitations.
Mr. Carroll stated that these are estimated figures and that the St. John’s Water Management District relies on what is through our lines. He stated that the Town’s utility department consumption figures are much lower than our allocated consumption use permit. He emphasized that the Water Management District monitors the Town’s usage and, should the Town’s consumption reach 90% level of use, the CUP will be renegotiated to meet the future needs for the Town.
Mr. Carroll reviewed the water, sewer, and reuse impact fees’ revenues that will be generated by this project for future improvements to the water and sewer system, park lands development and improvements to the library.
Chairperson Sigurdson stated that he is concerned with the increase in traffic.
Mr. Beliveau stated that a traffic analysis was completed that included traffic signalization, traffic improvements to the intersection, and minor improvements on Cherry Lake Road. This is a shared intersection between Sumter County and Lake County. The traffic signal was installed as a result of the new apartment complex along CR 466 in Sumter County and the future construction of this project. He stated that both counties coordinate with developers on the improvements to the affected county roads.
Mr. Beliveau stated that as a result of the community meeting in 2016 with the HOA representatives and neighboring property owners, items on the original master plan were modified such as traffic signal location and commercial outlets.

4. Ordinance 2021-03 — Rezoning Change from Lake county Agriculture and Planned Unit Development to Town of Lady Lake Planned Unit Development Mixed Use PUD for Approximately 269.15 Acres Located South of County Road 466 and East of Cherry Lake Road in Lake County, Florida; Referenced by alternate Key Numbers 1279810, 3325451, 1279801, 1770700, 1279828, and 1279780 (Thad Carroll)
Growth Management Director Thad Carroll presented the background summary for this agenda item (on file in the Clerk’s Office).
Mr. Beliveau reiterated that as a result of the community meeting in 2016 with neighboring property owners, the impacts from the original master plan have been reduced and are reflected in the Impacts for concurrency, as well as schools and traffic.
Chairperson Sigurdson asked how much space is allocated for the power line easements on CR 466 and Cherry Lake Road.
Mr. Beliveau replied that the easement is approximately 150 feet to CR 466, and 85 feet to Cherry Lake Road.
Member Nyce asked what the direction will be regarding the ingress and egress to CR 466.
Mr. Carroll replied that will be decided by Lake County officials as that is a county road.
