Conceptual Presentation for the 26-Acre Hwy 466 Site — Proposing to Annex, Rezone, and Amend the Town’s Future Land Use Map for This Property, and Then Develop Either a Luxury Personal Storage and Business Park or Office/Retail/Medical and Luxury Personal Storage, Proposed on Approximately 26.76 Acres Located Almost Half a Mile West of the Intersection of Rolling Acres Road and Highway 466, Identified by Alternate Key Numbers 3337956, 1698626, 1279712, and 1279640

Summary

On Thursday, July 8, 2021, Town staff received a request from Scott Miller with Gelcorp Inc. to bring forth a proposal consisting of two concepts on a 26-acre parcel west of Rolling Acres Road, along Highway 466, just west of Paul’s Nursery and east of the La Zamora gate entrance; consisting of four parcels identified by Alternate Key 3337956, 1698626, 1279712, and 1279640; within unincorporated Lake County.

The applicant indicated that while they are working on another project in Town, they came across property along Highway 466 that they are interested in developing as well.

At this time, the applicant would like to get some feedback on the following proposals:

1. Concept #1 — Development of Luxury Personal Storage & Business Park

a. No manufacturing nor outside storage would be allowed.
b. Upscale Luxury Storage Development for private use only.
c. Mixture or Office and Warehouse Space, on site property management.
d. Single Story Building up to 24 feet in height.

The applicant understands that the Town just recently adopted building height restrictions The project will adhere to Commercial Design Standards.

2. Concept #2 - Development of Office/Retail/Medial & Luxury Personal Storage

a. Designed to have four 1.2-acre pad sites for retail, office, medical, and restaurant.
b. Allows the Town to approve each user as they apply at the Site Plan stage.

In both instances, the applicant expressed that they are deliberately building a smaller project to ensure a harmonious fit with the neighborhood by maintaining a 300-foot setback. First, a 50-foot conservation easement will be established along the western boundary of the property where it abuts property owners within The Villages of Lady Lake Unit #23 Subdivision. Special attention has been placed in providing minimally lit buildings producing zero lumens to neighbors. Lastly, all trees in rear parcel will be left in place and the entire developed area will have mature trees on its border other than the Highway 466 frontage.

PROPOSAL

In order to proceed, the applicant would like some feedback before submitting for annexation, a large-scale future land use map amendment, and rezoning applications to create the Commercial PUD (Planned Unit Development) designation for the 26-acre parcel. During this process, impact to Town facilities and policies of the Town’s comprehensive plan will be evaluated.

On the heels of that, the applicant would have to submit a New Major Site Plan for compliance review with the Land Development Regulations.

At this time, the applicant would like to provide the Town Commission with:

  • Proposal Memo
  • Concept Plan Layouts
  • Renderings/Pictures of similar projects
