Summary
On Thursday, June 9, 2022, applicant Kel Bowers with The Wasserman Group, LLC, submitted a request to Town Staff for a proposal to rezone and develop approximately 19 acres of land located at the southeast corner of Marion County Road and County Road 25, addressed as 1525 Teague Trail, owned by Grand Oaks Holding, LLC.
Background
On February 2, 2009, the Town Commission voted to approve the annexation, large-scale future land use map amendment, and rezoning applications for the 19 acres from Lake County Agriculture to Lady Lake Mixed Use Planned Unit Development(PUD). The adopted Memorandum of Agreement Ordinance 2008-19 for the Gloria Austin Property specifies the development guidelines for the property as follows:
75,600 square feet of Commercial Use
48,000 square feet of Office Use
A total of 18 Residential Units (800 Sq. Ft. Net Living Area)
580 Parking Spaces and 15-foot landscaping buffers all around the perimeters of the property
Proposal
Almost 15 years later, The Wasserman Group, LLC, would like to present a proposal for a 150-unit Single Family Residential Build-to-Rent Active Adult Community Subdivision featuring:
- One-bedroom and two-bedroom cottages
- The Carmel one-bedroom cottage will have 698 square feet of living space
- The Laguna one-bedroom cottage will have 786 square feet of living space
- The Monterey two-bedroom cottage will have 915 square feet of living space
- The community will feature a desirable, low-density site plan with amenities such as private-covered entrances, 10-foot ceilings, open-concept floor plans and oversized backyards.
- There will be a resort-style pool area with complete with heated swimming pool & spa and poolside lounge seating
- Pickle ball court
- Grilling Areas with picnic tables
- Dog park
- Gated/Controlled access
Needs Assessment
The applicant states that this product will offer an alternative to apartments and will become one-of-a-kind development in the Lady Lake/The Villages market. They also added that the proposal offers features that cannot be found in conventional garden-style properties as this set up provides residents with a single-family home living experience with more privacy, peace and quiet, and higher mobility opportunities. Additionally, the private backyards will be low maintenance.
The proposal would require amending the Future Land Use and Rezoning for the two parcels, and then submitting for Single-Family Residence Subdivision Plat Plans (Preliminary, Construction, and then Final Plat) before homes can be erected. The applicant will be coordinating with Town staff to make provision of Water and Sewer facilities to serve the development. Additionally, right-of-way access will be required from Marion County Road and County Road 25, both of which are Lake County maintained roads.
In accordance with the ITE 11th edition, this 150-unit project is expected to generate approximately 1,602 daily trips, of which 119 are AM Peak hour and 156 are PM Peak hour trips.
At this time, the applicant would like to get some feedback from the Town Commission regarding the proposal before moving forward. A detailed memo of the project is included with the packet.
