Summary
On Friday, June 10, 2022, applicant Craig Brashier with CHW Professional Consultants, Inc., submitted a request to Town Staff for a proposal to Annex, Amend the Future Land Use, and Rezone two parcels being approximately 173 acres of land. Also, the applicant is proposing to amend an existing Residential Planned Unit Development (PUD) titled the Lugano PUD being approximately 158 acres of land to develop a total of 331 acres into a Residential Community for working families located off of Cherry Lake Road and Highway 466.
Background
On April 19, 2007, the Town Commission voted to approve the annexation, large-scale future land use map amendment, and rezoning applications for the Lugano 158-acre development from Lake County Agriculture to Lady Lake Residential Planned Unit Development(PUD). The adopted Memorandum of Agreement Ordinance 2006-38 for the Lugano PUD specifies the development guidelines for the property as follows:
Single Family Detached Units (20,000 Sq. Ft. Lots, 9,200 Sq. Ft. Lots, and 5,000 Sq. Ft. Lots)

Proposal
CHW Professional Consultants, Inc., would like to present a proposal for a 331-acre Residential Community for Working Families featuring:
- 770 Single Family Units
- 550 Townhome Lots
- Enhanced Landscaping/Entry Features
- Residential Amenities
- Community Center with Pool
- Playgrounds
- Pickle-ball Courts
- 5-acre Park with Walking Trails
- Pocket Parks that focus on Tree Preservation
- The CDD will construct and finance stormwater, utilities, roadways, hardscape/landscape/irrigation and amenities
The maximum number of residential units is 1,320 with an overall density of four dwelling units per acre. The proposal would create a net increase of 767 units.
Needs Assessment
The applicant states that this product will offer housing for working families.
The proposal would require annexing and amending the Future Land Use for the two parcels being approximately 173 acres and then rezoning the entire 331 acres for all to be part of one main Residential Planned Unit Development. After zoning entitlements are granted, the applicant would be required to submit for Single-Family Residence Subdivision Plat Plans (Preliminary, Construction, and then Final Plat) before homes can be erected.
The applicant will be coordinating with Town staff to make provisions of Water, Sewer, and Reuse facilities to serve the development. Additionally, the applicant has proposed connectivity with various roadways including Arlington Avenue, Anderson Lane, Rolling Acres Road, Cherry Lake Road/CR 100 and a proposed internal Planned Multimodal Path.
At this time, the applicant would like to get some feedback from the Town Commission regarding the proposal before moving forward. A detailed memo of the project is included with the packet.
